Terms of Reference Short-Term Expert – Graphic Designer

DURATION of CONSULTANCY: February 2023 to June 2023

Estimated working days: Up to 100 working days

OUTPUT of the ASSIGNMENT: The EU Infopoint aims to bring the Turkish Cypriot community closer to the European Union by improving public knowledge, awareness, and understanding of the European Union, its values, policies and programmes.  

The purpose of this assignment is to support the EUIP’s visual communication by providing creative graphic design expertise on a freelance basis.  

The assigned expert is required to, in line with the objectives of the project and in consultation with the client (under the supervision of the Team Leader and inputs/guidance also from other team members), support the implementation of  visual communication and promotional outputs/designs; to prepare high quality, creative graphic designs for events, social media and other mediums in line with the EU visibility guidelines, which will help to increase awareness and understanding of the EU and its activities in the Turkish Cypriot community.

Tasks and Responsibilities:

The expert will be responsible for the daily design needs of the EU Infopoint (design and editing of visuals, infographics, thumbnails, covers, photo correction etc.) The design of various communication and information material such as event announcement posters, invitations will be prepared by the expert.

The expert will also work on improving the quality of online and offline publications by designing and editing social media and website contents and short publications. The expert will work in close cooperation with the Team Leader and other project experts. He/she will also be responsible for saving and archiving of all related InDesign files into a common platform. In summary the expert will work on the following outputs:

 

Concept, design, layout, desktop publishing for:

- Promotional Materials
- Informative materials
- Visual materials for print, as well as for social media use (infographics, brochures, factsheets, banners, photo walls, etc.)
- 3D modelling for layout of the events

Other visual materials as identified by the Project Team in the context of the activities mentioned above.     

Any additional visual communication related tasks as deemed necessary by the project and/or as per delegation by EUIP Team Leader and/or other key experts.

The expert must be ready to work in a changing environment and therefore able to maintain a certain degree of flexibility in the interpretation of their tasks to take into account any unforeseen situations and emerging needs/priorities with short turnaround times.

Qualifications:

  • The consultant should possess a bachelor’s degree preferably in graphic design and/or visual communication or equivalent.
  • S/he should have at least 5 years overall working experience in relevant fields to this assignment
  • Good digital skills and proficiency in the use of design programs such as Adobe Graphic Series and other Graphic Design programs
  • Proficiency in Turkish (written and spoken) are required – a good understanding of English would be an advantage.
  • General awareness of European Commission Priorities as well as the latest Communication and Visibility Manual for EU External Actions concerning acknowledgement of EU financing of the projects would be an advantage.
  • Good knowledge and understanding of the sensitivities in post-conflict regions or organisation of bicommunal events is desirable. 

Quality control mechanism:

Content prepared by the assigned expert will be quality checked internally by EU Infopoint under the guidance of and the involvement of the Team Leader. Feedback will be provided directly to the expert by the Team Leader.

The expert will be expected to have a PC, laptop or notebook (with internet connection) and will work part-time from his/her home or at the EU Infopoint. He/she will be required to attend meetings at EU Infopoint and other locations based on needs. The EU Infopoint Team Leader will be his/her supervisor.  Draft materials prepared by the consultant will be submitted to the Team Leader and Key Expert 2 for review.

The contract will be offered on a freelance basis.
